Quality Control Manager

Mr. Blossom has 30 years of professional experience as a civil engineer. He is the founder and managing principal of Cache Landmark Engineering. He has over 20 year experience working in private practice and served at the Director of Public works for the City of Logan from 1989-1999. His project experience has included property and right-of-way acquisition, surveying, site design, master plans for water, sewer, storm drainage, roadway design, parking and economic development. He has served as a project manager and directed all of the above projects types.

He has also directed many municipal projects such as parks, golf courses, sewer treatment system, reservoirs, water rights planning, and development of capital improvement projects (CIP). He has served as the chairman of the economic development committee for the City of Logan and the department head with direct managerial control over solid waste, community development and planning, engineering, permits and compliance, roads and drainage, water and sewer, facilities, shops, garages, and capital improvements. As Public Works Director for Logan City, Mr. Blossom was responsible for 185 employees and budgets in excess of $20 million annually.

Mr. Blossom’s experience has given him an extensive knowledge of engineering design and standards. His management abilities and technical background serve to raise the quality of any project.
